Qualified Open-Ended Question (Item) Writing Training

Program Purpose:
This program aims to equip participants with the basic principles and techniques for writing and scoring high-quality open-ended items that assess skill-based, higher-order thinking, as emphasized in the MEB 2023 Vision Report.
Through reviewing sample questions and creating their own, teachers will gain practical experience in applying the principles and rules of item writing and evaluation.

• Classroom Teachers
• Secondary Education (Grades 5–8) Subject Teachers (Mathematics, Turkish, Social Studies, and Science)
• Item Writers and Assessment & Evaluation Coordinators working at MEB-affiliated provincial measurement and evaluation centers

Program Content:
Day 1
Morning (09:30–12:30)
• Relationship between the assessment & evaluation process and teaching-learning
• Basic concepts in assessment and evaluation
• Test development process
Afternoon (13:30–17:30)
• Higher-order thinking skills assessed by items
• Writing and scoring open-ended items
• Reviewing examples of open-ended items
Day 2
Morning (09:30–12:30)
• Open-ended item writing and scoring practice – I
Afternoon (13:30–17:30)
• Open-ended item writing and scoring practice – II
Day 3
Morning (09:30–12:30)
• Evaluation of sample open-ended items
Afternoon (13:30–17:30)
• Evaluation of sample open-ended items
• General assessment and closing
